i have removed the camshaft and all of the parts on the cylinder head but the lifters will not budge i can lift the cylinder head up  by picking it up by  the lifter

using a visegrip clamped on the lifter,( down from the top pivot area to prevent damage)tap on the bottom of visegrip with hammer to force the lifter up and out.You should buy a new set if you are doing any motor freshening.Che ap,should be able to get a set for under $40.00 at the right auto parts store.
   If you are putting in a new cam you have to buy new cam followers.This a must because the two parts have to wear-in together.

The easy way that I do it is with a grease gun. Use a pointed fitting and inject grease into the holes next to each lifter. They will pop right out. Remove the grease and install new lifters. I have had some that you could lift the car with(broke apart with the vise-grip), but they just slide out with the grease, amazing.
