This topic is near and dear to my heart, because I had a '79 wagon that I added a header to and had the SAME PROBLEM!
Let me say first that the engine will run like a bat out of hell with those egr holes left open :hypno:. I could not believe the horsepower gain - it was like a difefrent car. I only ran it this way for a week, afraid that I might burn valves by keeping the holes open (besides, it would never pass inspection that way).
At any rate, my solution was to take large bolts, lterally hammer them in to the holes, and cut them flush to the head. While it was not the best solution, it worked great - and cut my horsepower down to the same bland level it started at!
