Here is my observation - so to speak. I have a lot of the T/C cruise control parts in the way so I had to feel, more than see. And BTW, this is on a '73 and as mentioned there are different pedals used over the years.
The clutch pedal seems to be welded to a shaft. This shaft runs though the steering column support which is where the brake pedal is positioned on that common shaft. A washer and clip then keep the shaft from sliding out. So, yes, if you cut the clutch pedal above the shaft to remove the cable attachment point and below the shaft to remove the rest of the pedal then they can be removed. It would however seem sad to cut what is likely a more difficult part to find (clutch pedal) as they seem to come as a set. The actual Auto brake pedal is larger. Lastly the gas pedal is a stand alone setup and is not attached to the clutch/brake pedal in any way.
