lace type aluminum wheels

I bought a set of the factory option lace spoke wheels at Carlisle.  They are the ones that were white.  I took them to a guy to have them sandblasted and he said they must be power coated from the factory.  It did not want to come off easily.   Has anyone done a restore or stripped these type wheels.  I want to go with polished outer ring  and painted lace spoke area.
