May be Canada only. Most all s-wheels that I have seen have a t-sig cancel cam on the back but do not see one in this wheel.
The key is the Mustang horse. That is not a Pinto wheel, some model of Mustang.

The seller is in Sherbrooke, that is just outside of Montreal where I grew up. It is possible that this came out of a limited edition Canadian-built (St-Thomas, Ontario) Pinto, but I have never seen one like it.
I am thinking like Dave. Could this be from a Mustang II?

This wheel is out of a 1979 or 90 Mustang. I think that they also came in Fairmonts.
That is 1979 or 80. Not 90.
Must be a fairly uncommon wheel even in the Mustang. Maybe on the plain janes? My 1980 came with the one with a square center hub like this one:
I asked the seller if he could identify the car and year this wheel came from.
His answer was "Sorry I know it comes from a mustang but I don't know the year"
I looked at lot's and lot's of pictures of mustangs from the 60's into the 80's on Ebay last night and couldn't find anything like it for Mustang but I did find this :
