I saw this on-line.
It appears to be installed with the rubber pads without the metal 'cover'. When properly installed, the cover and the shock plate meet, leaving the correct spacing for the rubber and spring. Use of the rubber like this appears to, can lead to the rear axle shifting on the springs causing a sudden roll steer and possibly locking the tire in the wheel/well causing it to skid. Also, not having the cover and plate in contact is just as dangerous (sometimes done when 'lowering' the car).
The wagons (like the one in the photo) have one more leaf in the springs and have different 'covers' and shock plates. This Pinto also had the rear axle swapped with one from a different car.
