Title: Cowl Vent?

I have a 1980 hatchback, and we have alot of rust under and on the cowl vent, is it needed? Could we just cut out the section and weld in a sold piece of metal? or weld in expanded metal... If it's not needed then we will just cover it up.

Define "needed".

To keep the stock heater/vent system working, you needed it or some way of getting air. A glass company can remove the windsheild for you and you can install a better cowl vent panel.
