My 72 is smoking out the tail pipe. Im thinking rings or head gasket. it is also leaking out oil out the head gasket by the dizzy.
or could this get better as i drive it it has been sitting.
What are your thought?

It's hard to tell from the video but it could be anti-freeze burning or oil. I can't really see any color hue from viewing the video.
Is that right after start up, or is that after it has warmed up? My 73 wagon and 78 sedan both have a lot of steam when they are first started, but once they warm up it goes away.
If you have oil coming out around the head gasket, it sounds like you have either a cracked or warped head. Pull the head off the motor, get the block and head shaved true again, and replace the gasket with a new one. Be sure to torque the head bolts down in the correct pattern and to the correct torque to avoid an instant repeat of the problem.

White smoke can be automatic transmission fluid burning as well. If the modulator goes bad it can zoop ATF through the vacuum hose and into the intake.
I did see little puffs the other day only when on the gas, but did just replace the modulator vac hose today,(Like half hour before video)
Bought the head gasket today, could just change it to change it. does the head have to be shaved?
It isn't mandatory, but I would recommend at least taking it in to be check to see how true it is, at least you will have peace of mind that way, and not second guess it later down the road.
Are you loosing antifreeze quickly? Put a piece of glass or a mirror at the tailpipe when running. If it fogs up quickly and heavily, then it should be coolant.
And if the head is coming off, replace the valve guide seals, also. They will not cause the constant smoke you are seeing, but it is a cheap "might-as-well" that is easier to do with the head removed.
Hope it is just the head gasket.

NO oil in coolant. not smoking as bad today. but think its spraying out the left front of the head gasket ,cause have fresh oily water over spray on front of intake manifold

Does the the radiator pressurize when you give it gas (parked)? Try taking off the radiator cap when it is cold and have someone give it some gas. If the radiator pumps coolant out, then you have a blown head gasket, cracked head, or (ouch) the block is cracked. Has it overheated recently? I see in the video that the "smoke" seems to dissipate quickly like steam. Oil smoke doesn't do that as fast. You should be able to smell oil vs. coolant in what is coming out of the tail pipe (don't huff it TOO long). :hypno:

The car is warm, but there is no change in coolant level with rpms. only had the car back a week I have not got it hot ,but don't have temp gauge

Pulling the head is easy and on a 2.3 all you need is a head gasket, not a whole set. I did this a while back on my 74. Its very hard to get to all the intake bolts with the engine in the car so i disconnected everything and pulled the head and intake together. The exhaust manifold doesn't need a gasket. I replaced the head gasket, start to finish in only a couple of hours. If the gasket is bad, it should be pretty evident when it comes apart. Mine was clearly blown between #3 and #4 cylinders.
I have a 2.0 done have the manifolds off. pulling head bolts soon, not sure on the tensor.
Had to go get a set of 12 pt bits, got every think cleaned up. checked the head with a feeler gauge, things look good I'm gonging to put it back together and see what happens. No real signs of head gasket damage.
WOW she seams a lot faster and healthier, but had to advance the time A lot to idle smooth and get the vac to level out. wonder if to far. don't have spark knock. its off the gauge on the balancer

Mine is way off the gauge, too, but no knock either.
Did your smoke / steam go away?
