The question:
What can cover 2.375 miles in a 1000ft elevation change uphill with 18 corners in 2 minutes 26 seconds from a standing start? Yes, it has license plates, and no, there's no V8 involved, no turbos, and it weighs 1900lbs!
Go figure the average speed.. and no it's not a Porsche!

Mike Modified has the right venue...
But the Mountain road is there, but the "greenies" revoked our use permits after 1992. It was on the NHA schedule for over 14 years prior. The now defunct Mary's Peak hillclimb was a real hoot and relatively safe road as it had wide corners. The really smokin hot sedans would nail it at around 2 minutes 10sec ,but they were rotary motors with 100 HP on my car.
If you had a open wheeler you could break the 2 minute barrier, but you had to have an agreement with God for future good deeds ;D
