Title: tucking bumpers

on my 75 i got a set of aluminum bumpers for it and i want to tuck them up against the body and remove the fillerpanel. looking at them and measuring the front part of the mount if i cut it flush at the bumper mount and flush at where the sleeve starts it will move the bumper in 3 inches and give me a 3/4 inch gap between the body and bumper. i also noticed that there are some metal pieces alongside the sleeve inside which im assuming are the oil filled impact caplules....if i drill them to relieve the pressure how far in can they be pushed? thought i could forego the cutting and welding this way.
