my pinto has been back in the garage for about two weeks! well last night when i was playing in the shop i noted that the whole under belly of the car was wet. why/how did it get wet.
also noticed that the under side of the car is covered in a flaky rust, but feels solid. Any thought on that
other than some time here and there the pinto spends all its time in the garage
Where are you located?? I have the same issue.
I am in Michigan. Here we have had a lot of snow and single digit temperatures.
The garage floor has been subjected to this cold weather for weeks.
Today it went almost up to 60 degrees !!!!
Everything in the garage is sweating from condensing the humidity.
My tools, my Volvo, aaahhhh!
So I think your garage floor and car is colder than the air temperature.
The garage floor is helping keep the bottom of your car cold.
Then the humidity in the air is condensing on these surfaces.
SW MO its been in the 20s all week we got up to the high 60s this weekend so I'll bet your right.
Cars that sit for "extended periods of time" tend to collect condensed moisture, which in turn promotes rust formation and growth. While my Texas car was mostly rust free (thanks also to undercoating), the bumper inserts alone are testament to how the car sat outdoors for a LONG time - the rust there is thick and scaly.

Chris, your bumper inserts sound like my exhaust pipe after the cat!
I actually took my car into an exhaust shop to have them inspect the pipe because it looks so terrible. They said I should get another 5-7 years out of what's left of it. Good enough, until I get a muffler swap done.
Back to the main topic.....What can be done to keep this growth of condensation from happening? Undercoating? Can we as individuals undercoat are cars for a budget, or must it be done by a shop?
Undercoating is available in rattle cans at your local auto parts store. I redid the undercoating on my '79 Continental Mark V last year (used four cans) and it seems to be holding up just fine.
