Let me know if I am right on this. I have never done a timing belt on a pinto but I have it apart.
1. Crank pulley 0 mark lines up with metal pointer on outer timing cover
2. Camshaft pulley dot lines up with metal pointer on the rear timing cover.
3. Distributor shaft pulley rotated till rotor centers with distributor cap #1 post
Once engine starts the timing light should read what on the crank pulley?

That all sounds correct, it is what I did for the timing on mine.
As for retarding the timing, there should be a label on your valve cover with information regarding the timing for the motor.
Unplug and block the vacuum for the distributor advance valve and then start the car. With a timing light, retard the time to what the valve cover states. Mine says 6 degrees BTDC if I recall correctly. It may be +/- 1 or 2 though, but 6 sounds about right for mine.
