2.0 Weber 32/36 DGAV Water choke carb problems

My car doesn't want to idle when it's cold. If I am not getting good waterflow to the carb will this affect its' ability to choke when it's cold? I need to get the car to be able to warm up for me in the mornings and it will never idle. If the heater core was plugged would this cause the problem?
