What is cheaper to install, what is better, and can they be installed on the stock 2.3l

neither would be a good choice on the stock 2.3 because the normally aspirated uses cast pistons instead of the forge pistons on the turbo.  Putting the turbo on an engine with cast pistons will probably melt the pistons.

Since Ford was kind enough to supply Pinto owners with plenty of factory 2.3 turbo engines in Tbirds, Mustang SVO's & Xr4ti's that bolt right in & are sporting forged pistons & everything you need to double or triple HP over a stock Pinto there really is no reason to build your own from scratch.

Yeah, a turbo head has a D shaped combustion chamber as opposed to the Pinto heart shape. A turbo block is tapped to feed & return oil to & from the turbo. A whole turbo engine can be had for a few hundred dollars while good forged pistons can run double that.
