Horn relay and button.

I'm back, and about to get the 76 ready for inspection.
My horn button has fallen apart and I need to get the horn working.
A couple of questions:
Is the spade terminal in the steering wheel ground or hot?
I read somewhere it is hot, and that is a head scratcher.
Where is the horn relay located?
This is an AC car, if that makes a difference.

That should be a Hot lead. My wiring schematic shows the Horn grounded to the Chassis . If you put a voltage tester to the lead it should read 12 v or light up when the leads (black to ground. Red to Spade wire) are connected. The circuit is hot all the time like a headlight switch , you close the circuit when the horn contact ring makes contact to ground .  There is no relay shown on the diagram I have. 
 Play it safe..  check for voltage first. Then check the Horn where it mounts to frame of the car. If it's not working, disconnect battery and run a continuity check on the Horn wiring , then check for continuity to ground with horn button depressed with VOM tester.

My horn button is kaput, the spade on one ring is snapped off, the rings are out of casing, etc....
My horn is bolted to the core support and the wire joins a harness running back toward the firewall.

One of the two wires in the column is a Hot lead from the battery power (Yellow LGreen / Orange ?) The other wire goes to the horn itself, When the Horn button is pressed, it connects the two rings sending current to the Horn which then is grounded to the support.

Yes the original horn has no relay and the wiring at the horn button is HOT.  I took the trouble to install a powered horn relay to power the horn and converted the horn button wiring to make the ground contact that operated the horn relay.  Just a matter of how you want to do it to make it safe.

Ok, I get it now.
When I was debating the wiring layout I failed to see the OTHER spade in there.
Put in a new fuse, jumped across it and got the anemic boop sound I remember.
Klaxon horn, here we come ! !
Now to rebuild the horn button, or find another one.

Well, I took all of the broken bits and patched the horn button back together  ! !
I now have a working horn.
Thanks for the tech insights.
New tires, then inspection, registration and back on the road.
