My 2.0 engine/carb set up started in California back in the late 70's. Can anyone identify this part please and can I eliminate it?

I think he might be talking about the decel valve which is the square top about 3 inches in height.  Is that it 27TrackT?  If so yes.

Before I swapped to a 2.3 the 2.0 in my 73 wagon likely had the decel valve. "Had" meaning when I got it, it was no longer installed. The simplicity is that anywhere there is a vacuum line it will need to be plugged. I do not know if there are secondary consequences. There may be a propensity to backfire or possibly stall, run rich (or lean) etc. So, whatever, you choose to do, do at your own risk. The link in post #3 I recall gave some information that might be helpful. As best I can tell the decel valve threads into the intake, and would seem to need a threaded plug upon removal. The air cleaner is likely the intake source and should be plugged there as well as the vacuum line that probably originates off the carb or intake manifold.

I aways removed the valve when the diapram went bad, "you put your finger over the hole in the middle of the small plate and you had vacume" you unbolted it from the manifold and used a large allen wrench and removed the swivel nut from the intake manifold , yes it takes a allen wrench on the inside , then you remove the nylon part that screws into the top of the valve and use that as a plug , same threads , the small 1/4 hose you plug at the carb , it was in a vent part of the carb , not needed , car will run the same and not have that high idell anymore ,
