I have used magic erasers and tire shine with fantastic results under similar circumstances, no water on the magic eraser, spray on tire shine (have used a few brands) but I might suggest instead of tire shine a vinyl cleaner may be recommended. The magic erasers however do wonders on vinyl and I have found nothing better.
