Make sure you have voltage to the element, mine works like any other electric choke and I don't have water running through it right now, I sure don't understand the water part???..
If you're talking about the air/fuel mixture screw, you can do it two ways by vacuum or rpm, turn the screw in(lean)to where it runs rough then back it out to the highest vacuum reading or the highest rpm, if you back it off more it'll idle rich.
