horn relay

hello all the question of the day is why ford didn't use a horn relay on the pinto?I assume it was another way to make the pinto as cheap as possible like no door jam switch on pass side for interior light.would adding a relay make a aftermarket horn sound different? Let's start the debate. Thanks chris
77 wagon auto 2.3  wagons are the best and who knew I like flames on a pinto!!!!

Small enough horn needs no relay, the power draw not high enough to require one. More powerful horns may need one.
