Title: fuel return line

I have a MG replica with Pinto drive train. It is 2.3 engine. I am having trouble filling gas tank without it puking gas out the filler neck. I'm thinking I need vent in tank beside the one in filler neck. Can I plug return line and run without it? That way I can use that fitting in tank and line for vent.

Does your replica use the Pinto Evap system? Is there a Charcoal canister and line to the fuel tank? Usually this problem is a result if the tank being over filled and eventually overwhelming the vent line with liquid fuel which in turn causes the charcoal canister to saturate and prevent proper venting. Also check the entire vent line for kinks and hoses collapsed. The canister may have gone bad and needs replacement or renewal (Activated charcoal replaced, it doesn't last forever). The vapors during refueling have to go somewhere, and if the pump nozzle isn't pulling them out fast enough, you get the kickback overflow with the ethanol added fuels. It's also possible the tank vapor separator is plugged.
 I still haven't solved this problem with my 84 Vw GTI, and I've been through the whole system.

The Pinto evap system is not used. The fuel tank is custom made and has 2 fittings on the tank plus the filler neck. One is to fuel pump and one is return. It also has a fitting on the filler neck that has a line running and running to a T in the return line. I don't think this would make a vent.

Based on your description and the image, your system relies on a vented fuel cap. There is no separation of venting while the return line is full of fuel , hence the Station fuel nozzle ( if it has vapor capture suction pump bellows) is the only route for filling vapor to escape . If the pump is dispensing at full volume, you can literally pressurize the tank beyond the bellows capture suction and then it will blow everywhere when you pull the nozzle (or before :P) Consider adding a check valve vapor vent to the tank.
