Title: do you need to pull fenders to adjust door hinges?

or can you get to the bolts with the fender still on?  I see where I can get to most of them but there are a couple that don't look like I'm going to be able to .  Is there a trick to it? or does the fender need to come off?
 My hinges don't have any play in them, but my drivers door is sagging.

If you take the inner fender panel off you can get to the bolts very easily. When I done the doors on the cruising wagon I done the initial adjustment with the fenders off and did the final fine tuning with the inner fender panels off and worked thru the wheel well.
