From John Perry's Pinto VIN decoder in the left column: Your 1978 Pinto wagon was the 21883 unit built at the Metuchen, NJ - Pinto, Bobcat plant.  It was originally outfitted with a 2.8 V6 ohv engine from the factory.

From a 1978 Ford manual:
color 46 is Dk. Jade Met.
could not find dso
body style code 73B is a Pinto wagon
axle ratio code 7 is 3.40

The DSO is most likely Richmond VA.
