Gas Cap Tether

I have a good gas cap missing the cable tether and a parts gas cap that is only good for getting the cable tether from.  Has anyone ever disassembled and reassembled one of these caps.  They look as if they are riveted together and I am hesitant to grind or drill those out without knowing if it can be reassembled.

I'm not sure what that cap is from as I have never heard of a Pinto having a gas cap tether.

Me either... pretty sure no Pinto ever came with anything like that.

I remember in the 80s seeing people drive around with rags stuffed in the filler neck of their Pintos, not to mention how many gas caps my Dad left on the roof of the 77 squire wagon. If there was ever a teather on the cap I woulda never seen the rags or seen so many different caps on the 77 wagon.
