That collar is part of the pulley.  It is not going to come off  ;D  I use a 3 prong puller to remove them.  So far I have not damaged one.  I put the bolt back in 4-5 turns and then put the prongs in the grooves and press against the bolt.

With Tigger said :) If you don't have a puller, they are cheap at Harbor Freight. I'm not buying their tools any more, I got tired of bringing back the broken ones. I invested in more MAC and Matco.

If you don't have the means to put a short piece of metal in the opening, try a stack of washers. I assume the center bolt on the pulley is interfering with the collar???

thanks for the comments guys as i did figure it out. word to the wise.  Do not put the three prong puller on with the nose cone in the hole of the cranksahft and pull like hell on the front pulley like i did cause i basicaly was pulling against myself and broke the front pulley away from the pack of three and it wont come off now cause of the design. figure i can cut that lip off the front of the pulley or just cut the pulley in two pieces to get it off so i can still use the back two pulleys. it appeared the front pulley was seperate from the pack of three but its not. and by putting the nose cone of the puller directley in the crank snout with bolt removed was a bad move. make sure to install the crank bolt first then pull off of that as was stated. now im in need of a pulley set up for a 1977 wagon 2.3 litre. or guess i can pull the front pulley off an use the back two only. anybody with some pulleys hit me up......... thanks guys for the replys

You are going to want to replace the crank pulley all together.  I would not be modifying it in any way as it may do some damage to the engine if it is not balanced properly.
