I am working on a 76 mpg. The windshield leaked and the carpet was soaked. I removed the interior and , happily, the floor is in excellent shape. There are some bubbles in the paint on the passenger side and some strong surface rust on the drivers. No holes. Underneath looks good and I will clean and undercoat.

I would like to keep it this way what would you do to clean and coat inside? I was thinking clean,clean and clean then remove the loose stuff and use some rust reacting primer and then body color paint.
Any thoughts?

i agree, i found that por-15 is the best stuff to use on a rusted area!

Agreed with others, my car sat outdoors for years and had the requisite cowl/windshield leak, unlike yours, there was a good deal of damage on both pans. Wire wheel, Metal prep, POR-15 and cloth fixed it right up. In your case, attack the leaks and treat them with wire wheel, metal prep, and POR-15.
I might add I have used a wide range of POR-15 products and have been happy with all of them. If you are applying with a brush, the "standard glossy black" flows bette tyhan the others; just be sure to etch prime it before topcoat.
