My front brakes stay on after releasing the bake pedal. Both wheels. Could proportioning valve be the issue. I have installed new master and boaster. Can I by pass the valve and run brake line to front direct from master. Is that possible. 1980 pinto.

I have had a similar issue a couple times with other cars when the caliper puck did not retract sufficiently.  One time it was cured by exercising the caliper (collapse with C-clamp and pump up again a few times).  The other time I installed rebuilt calipers when the exercising did not work.  Warped rotors can act like this too, but thankfully I never experienced that. 

I suspect what you are referring to as a  proportioning valve is that little rectangular brass device with a wire hooked to it, it is a switch for the brake trouble light and should not cause this.

I had a similar incident with my chevy blazer. Come to find out that old rubber brake lines brake down inside and make a flapper valve lets fuild in but not out quickly enough. So might try a new rubber brake line if it hasn't been replaced in a long time. Just might be a simple fix.
