Wiper pivot glue?

Pulled my wiper pivots for replacement  and found a pile of black gooey crap on each one. Any idea what this stuff is called, where to get it? I can silicone it, but I'd rather not, if I can avoid it. Thanks.
1976 half hatch 2.3 turbo w/t5.

If talking about where the plate bolts to the unibody then probably tar based. Silicone will not mate up well with that. Soak part in solvent to remove the stuff or use what I often do, Home Depot roofing cement, which is very close to the same stuff. I use it all the time now on like windshields and gaps there and believe me silicone can't touch it and much cheaper as well. REAL messy though. Works well sealing underbody panel repairs too for leak prevention.

Good idea. I'll get a tube of roof patch. I scored a nos wiper assembly, tack welded the pivot connections so it won't do the strip and spin like the old one. Got some chrome arms off an old ford truck and adjusted the wiper mount angle with a torch, so the blades sit right at park. Important stuff here in rainy ol' Portland.
