Cast valve cover question... 2.3

Looking at the "fuel injection turbo" cast valve cover, and on the gasket side of the mounting flange, it has stand off sleeves on the bolt holes. It has them in all but one, front/exhaust side. Is that one missing? Or just not supposed to be one in that hole?
1976 half hatch 2.3 turbo w/t5.

Nevermind. Looks to have been an attempt to not squish the gasket out. Popped them out and milled it smooth again. Tapped the hole and cleaned it up. Will put in my non turbo, non fuel injected motor when it get's a little warmer.
