rear brake cable?

 Right above the leaf spring actually passing over the leaf spring, is some kind of spiral metal cable about 3/8 inch. Sometimes it bounces on the spring or rubs on the rear tire (I can feel its touching it) and it makes some vibration on the back of the car. A light tapping noise. Is it for the hydraulic fluid to the wheel cylinder or what is it? Should it be held away (from the tire and the spring) by something that may be missing?

 Trying to keep my Pinto happy it has a couple of little issues its asking for help with :)

Sounds like the emergency brake cable. A few well placed zip ties are all you need to stop it from rubbing & rattling.....

 How hard would it be to take it off (until I get a new cable put on) ?

The hardest part of removing one is getting the ends out of the backing plates. It can be a little frustrating but I seem to remember reading that a fuel line clamp tightened around the end at the backing plate will let them pull right out.

 I looked at some parking brake cables online and none of them really look anything like this. Its about 3/8 in diameter and wrapped steel, not like a spring. I guess it could be a covering for the parking brake cable or something?

Yeah, that's the covering. Parts of the cable are exposed but those areas are heavily protected from abrasion & damage.
